Indigenous food sovereignty through resurgent self-governance: centering Nuu-chah-nulth principles in sea otter management in Canada

Although North American settler governments face scrutiny over the ecological, social, and ethical shortcomings of environmental policy, many Indigenous Nations are pursuing a resurgence self-governance according to ancestral principles practices. On west coast Vancouver Island, reintroduction prioritized conservation sea otters by Canada's Department Fisheries Oceans (DFO) actively impedes harvest culturally nutritionally significant shellfish species Nuu-chah-nulth Nations. Integrating range qualitative methods, we argue that structural inequities, divergent normative material priorities, ontological differences animate divide between Canadian state governing bodies in otter management. The DFO’s unwillingness accommodate knowledge, principles, priorities its management scheme reproduces unequal power relations colonialism detriment food sovereignty security. We propose reframe governance around hišukʔiš c̓awaak (everything is one), ʔiisaak (respect with caring), ʔuʔaałuk (taking care of). This reorientation alignment efforts peoples throughout Canada globally enact multi-species caretaking through rooted knowledge wisdom.
